Adjust the terrain to suit the preferences of your snow puppies. Don't place any items yet!
For shelter, don't place the concrete shelters or even the regular Rock Cave. Drop some pleasant little Snowy Rock Caves into the exhibit until the wolves start showing their teeth at you.
Next, I made the mistake of placing regular Small Rocks. Don't do that. Instead, dab a tonne of happy Small Snowy Rocks and ignore the tasteful, expert recommendations of the zookeeper. It's the wolves you're looking to please, not some silly self-important human!

Keep placing them until even the arctic wolves think you're being tasteless.
